FG26/4 · Required fields
A blank Required field is an evidence problem, not a formatting problem
The FCA template distinguishes fields that are Required for the register. When the source set does not support one of those values, the right structural outcome is an explicit exception rather than a guessed completion.
Separate absence from uncertainty
A value can be missing because no source holds it, because two sources conflict, or because the correct owner has not yet made a retained judgement. Those states should not be collapsed into the same blank cell.
Do not “repair” the register by silent inference
If a required value cannot be established from approved evidence, preserve the gap and route it to remediation. A cosmetically complete register built from unsupported assumptions is structurally weaker than an explicit exception queue.
Remediation sequence
- identify the missing field and arrangement
- identify the expected source owner
- compare available source records
- resolve or retain the exception with a named decision owner
